Enable in section: 
Date/Time (enable all except Date PHP4 unless you are not using PHP5)
Permission: 
Date: View repeats
Date Tools: Use date tools
Content Permissions: Edit, view field_date (or any other field you create based on the Date module)
Administration: 
Administer->Content Management->Date Tools (admin/content/date/tools) List, wizard, import
Administer->Site Configuration->Date Popup (admin/settings/date_popup)
Administer->Site Configuration->Date and Time (admin/settings/date-time) First day of week, formats, etc
